The Asian Harm Reduction Network (AHRN) is pleased to formally announce that it is currently undertaking a localization process, transitioning from an International Non-Governmental Organization (INGO) to a national non-governmental organization (Local NGO) under the name Best Shelter.
As part of this planned transition, the AHRN Board of Directors has decided that AHRN’s operations in Myanmar will continue until 31 December 2026, after which its programs, responsibilities, and ongoing activities will be fully transferred to Best Shelter to ensure the continued delivery of services.
This localization process is intended to strengthen locally led leadership and ownership, while supporting the long-term sustainability of health programs in Myanmar. The scope and scale of future program implementation by Best Shelter will depend on the financial feasibility. Best Shelter will work closely with beneficiaries, communities, public health counterparts, donors, and partner organizations.
In this regard, we are pleased to share the official Transition Letter issued by the AHRN Board of Directors.

𝐀𝐇𝐑𝐍 ၏ ဒေသခံဦးဆောင်မှုသို့ ကူးပြောင်းရေး (𝐋𝐨𝐜𝐚𝐥𝐢𝐳𝐚𝐭𝐢𝐨𝐧) ဆိုင်ရာ အသိပေးကြေညာချက်
AHRN သည် လက်ရှိတွင် နိုင်ငံတကာ အစိုးရမဟုတ်သောအဖွဲ့အစည်း (International NGO) အဖြစ်မှ Best Shelter – အရိပ်စစ်အဖွဲ့ အမည်ရှိ ပြည်တွင်း အစိုးရမဟုတ်သောအဖွဲ့အစည်း (Local NGO) သို့ ဒေသခံဦးဆောင်မှု (Localization) အားကောင်းစေရန် ရည်ရွယ်သည့် ကူးပြောင်းရေးလုပ်ငန်းစဉ်ကို ဆောင်ရွက်လျက်ရှိပါသည်။
AHRN ၏ ဒါရိုက်တာဘုတ်အဖွဲ့ (Board of Directors) မှ မြန်မာနိုင်ငံအတွင်း AHRN ၏ လုပ်ငန်းတာဝန်များကို ၂၀၂၆ ခုနှစ်၊ ဒီဇင်ဘာလ (၃၁) ရက်နေ့ အထိ ဆောင်ရွက်ပြီးနောက်၊ Best Shelter – အရိပ်စစ်အဖွဲ့ သို့ လုပ်ငန်းများ၊ တာဝန်များနှင့် ဆောင်ရွက်လျက်ရှိသော အစီအစဉ်များကို စနစ်တကျနှင့် အပြည့်အဝ လွှဲပြောင်းပေးရန် ဆုံးဖြတ်ခဲ့ပါသည်။
ဤကူးပြောင်းရေးလုပ်ငန်းစဉ်သည် ဒေသခံဦးဆောင်မှုကို အားကောင်းစေရန် နှင့် မြန်မာနိုင်ငံရှိ ကျန်းမာရေးအစီအစဉ်များ၏ ရေရှည်တည်တံ့ခိုင်မြဲမှုကို အထောက်အကူပြုနိုင်ရန် ရည်ရွယ်ပါသည်။ Best Shelter – အရိပ်စစ်အဖွဲ့ မှ အနာဂတ်တွင် အကောင်အထည်ဖော်ဆောင်ရွက်မည့် စီမံကိန်းများ၏ လုပ်ငန်းနယ်ပယ်နှင့် ဆောင်ရွက်မည့်ပမာဏသည် ရရှိနိုင်မည့် ရန်ပုံငွေအပေါ် မူတည်မည်ဖြစ်ပါသည်။ မိတ်ဖက်အဖွဲ့အစည်အများ၊ အလှူရှင်များ၊ ကျန်းမာရေးဌာနများ၊ လူမှုအသိုင်းအဝိုင်းများနှင့် ဝန်ဆောင်မှုရယူသူများအားလုံးနှင့် ဆက်လက်၍ လက်တွဲလုပ်ဆောင်သွားပါမည်။
ထို့အတွက် AHRN ဒါရိုက်တာဘုတ်အဖွဲ့ (Board of Directors) မှ ထုတ်ပြန်ထားသော ကူးပြောင်းရေးစာ (Transition Letter) ကို ဤစာနှင့်အတူ တရားဝင် မျှဝေပေးအပ်ပါသည်။
ဤကူးပြောင်းရေးကာလအတွင်း AHRN အပေါ် ယုံကြည်စွာ ပံ့ပိုးကူညီပေးခဲ့ကြသော အဖွဲ့အစည်းများ၊ မိတ်ဖက်များ၊ အလှူရှင်များ၊ ကျန်းမာရေးဌာနများ၊ လူမှုအသိုင်းအဝိုင်းများနှင့် ဝန်ဆောင်မှုရယူသူများအားလုံးကို အထူးကျေးဇူးတင်ရှိပါသည်။ Best Shelter – အရိပ်စစ်အဖွဲ့မှလည်း ယခင်ကဲ့သို့ အရည်အသွေးမြင့် ကျန်းမာရေးဝန်ဆောင်မှုများကို ဆက်လက်ပေးအပ်နိုင်ရန် အားထုတ်ဆောင်ရွက်သွားမည်ဖြစ်ပြီး၊ အားလုံး၏ ဆက်လက်ပူးပေါင်းဆောင်ရွက်မှုနှင့် အားပေးကူညီမှုကို မျှော်လင့်ပါသည်။
